Gl! was launched in November 2002 by a group of Welsh football fans who wanted to make a difference to the local community in Baku, Azerbaijan following the Welsh football team. The idea had begun in a conversation between Dylan Llewellyn, Neil Dymock and Gary Pritchard on a bus to watch Wales play an Under 21 game against Finland in Valkeakoski two months before.

Following a visit to several orphanages in Baku with gifts of footballs, football kits, toys and cash donations, visits to orphanages have since become a regular feature of Welsh fans' away trips, as well as helping children in Wales.

From 2002 to 2008 the following people played a part in Gl at varying times forming a steering group : Dylan Llewellyn, Neil Dymock, Gary Pritchard, Duncan Jardine, Tim Hartley, Mark Ainsbury, Maralyn Olsen, Chris Jones, Rob Santwris and Andy Hurst.
